Biography
On a personal note:
When 9/11 happened, I was a lawyer working for the Virgin Islands Government on St. Thomas and a volunteer first responder with St. John Rescue, and St. John Ham Radio on St. John.
I then had the opportunity to study homeland security. I read homeland security laws. I saw the policy these laws were intended to create, and as a first responder, I felt the street level reach of these laws.
COVID-19 focused my attention on how homeland security laws can save lives.
